First break ice cube blockers and frosting as many as you can to find bears. Then match 4-6 purple candies to break liquorice locks, more ice cube blockers and frosting to find more bears. Then make lots of special candies and combine special candies to break remaining liquorice locks, more ice cube blockers and frosting to find bears. When you find any part of bear, break blockers near it to find bear. Then break remaining frosting to find remaining bear/s to complete the level.
