First break peppermint sticks and frosting as many as you can to find bears. Then make lots of special candies and combine special candies to break cupcake blockers, remaining peppermint sticks and more frosting to find bears. Once the peppermint sticks are braked, it will break remaining cupcake blockers and more frosting to find bears. When you find any part of bear, break blockers near it to find bear. Then break remaining frosting to find remaining bear to complete the level.
