First break honey blockers as many as you can. Then make lots of special candies and combine special candies to break more honey blockers and to pop up soda bottles to increase orange soda level. Once the orange soda level increases, it will decrease one layer of honey blockers after every move. Then break remaining honey blockers to pop up remaining soda bottles to complete the level.
