First break frosting as many as you can. Then make lots of special candies and combine special candies to break liquorice swirls, all liquorice locks and more frosting to find bears. Then activate wrapped fish to break more liquorice swirls and frosting to find more bears. When you find any part of bear, break blockers near it to find bear. The break remaining liquorice swirls and frosting to find remaining bear to complete the level.
