First break frosting as many as you can to find bears. Then make lots of special candies and combine special candies to break ice cube blockers, all liquorice locks, peppermint sticks and more frosting to find more bears. Once the peppermint sticks are braked, it will break more ice cube blockers and frosting to find more bears. Then activate wrapped fish to break remaining ice cube blockers and remaining frosting to find more bears. When you find any part of bear, break blockers near it to find bear. Then break remaining frosting to find remaining bear/s to complete the level.
