First break peppermint stick as many as you can. Once the peppermint stick is braked, it will break honey blockers to save bears. Fish candies will fall from special candies cannon, use them to break more honey blockers to save more bears. Then make lots of special candies and combine special candies to break remaining honey blockers to remaining save bears to complete the level.
