First break candy cane curls and icing blockers as many as you can to unlock order lock and to get more space. Wrapped candy will fall from one special candy cannon after every 2 moves and horizontal & vertical striped candy will fall from second special candy cannon after every 2 moves, use them to break sugar coats, liquorice swirls, more candy cane curls and icing blockers to unlock remaining order lock. Then make special candies and combine special candies to break remaining sugar coats, liquorice swirls, candy cane curls, icing blockers and to bring down gummy dragon to the bottom through teleporter to complete the level.
